During the summer months, the NOSC Board holds open board meetings
to discuss amending the current bylaws governing the organization. 

Bylaws and the details of its content shall become effective upon adoption by vote
with a valid quorum of membership, which can take place through a Facebook Poll.

Voting occurs each September.
